SECTION 00130 - INVITATION TO BID
PUBLIC NOTICE is hereby
given that separate sealed
bids for Parking Lot Expansion & Site Work at the
Farmingdale Public Library
will be received by the Board
of Trustees, Farmingdale
Public Library, located at
116 Merritts Road, Farmingdale, New York 11735,
on Friday, October 18, 2013
at 10:00 AM, at which time
they will be publicly open
and read aloud. Bids shall
be sent to the attention of
Debbie Podolski, Library
Director, Farmingdale Public Library.
CONTRACT NO. 1 - Parking Lot Expansion & Site
Work
The scope of the work includes expansion of the
current parking lot with
construction of drainage,
lighting, signage, landscaping and irrigation. The designated parking stalls will
have a net increase of 56
parking stalls.
The bidding requirements,
contract forms, general
conditions, supplementary general conditions of
the contract, drawings and
specifications may be examined at the Farmingdale
Public Library between the
hours of 9:00 am and 5:00
pm, Monday through Friday, located at 116 Merritts
Road, Farmingdale, New
York 11735, from Wednesday, September 25, 2013
to Thursday, October 17,
2013. Potential bidders are
to call Debbie Podolski at
516-249-9010 to make an
appointment.
Digitized files of the Plans
and Specifications in portable document format (PDF)
may be obtained commencing Thursday, September
26, 2013 at 10:00 AM. The
portable document format
(PDF) files are furnished
without guarantee of compatibility with the Contractor’s software or hardware,
and SRF’s sole responsibility for the electronic media
is to furnish a replacement
of defective files.
Each potential bidder shall
register with SRF Architect PC, Architect via fax

at (631) 789-3218 to obtain
the credentials to download
the plans and specifications from the Architects
file share website or Library
designated website. All of
the following information
is required prior to any credentials being furnished to
the potential bidder: Company name that the bid will
be submitted under, company address, company
phone and fax number,
contact person and company electronic-mail (E-mail)
address.
Upon receiving the above
complete information,
download credentials will
be transmitted to the bidders supplied E-mail address and received by each
bidder within 24 (twentyfour) hours starting as of
the commencement date
stated above. Only those
bidders that have registered
with the architect shall be
eligible to furnish a bid.
Those bidders submitting a
bid but not registering with
the architect are not eligible
and will have their bids returned to them unopened.
Optional hard copies of the
Construction documents
are available upon payment
to Library of $100 by check
payable to the Farmingdale
Public Library.
A Pre-Bid Conference to review the Scope of Work will
be held on Wednesday, October 2, 2013 at 9:30 A.M.
Participants will meet at the
Farmingdale Public Library
located at Farmingdale
Public Library, located at
116 Merritts Road, Farmingdale, New York 11735.
The project conference is
highly recommended for
all bidders.
All questions and requests
for clarifications must be
submitted in writing, (via
fax or mail), and received
no later Thursday, October

Answers to bidders’ questions will be published in
writing to all bidders of record no later than five (5)
days prior to the scheduled
Bid opening.
Bid Security in the form of
a Certified Check or Money
Order, payable to the order
of the Farmingdale Public
Library, or a satisfactory
Bid Bond executed by the

Bidder and an acceptable
surety, in an amount equal
to five percent (5%) of the
total amount of the Bid,
shall be submitted with
each Bid. The surety issuing the Bid Bond shall have
a minimum policyholder
rating of “A“ as listed in
AM Best’s Insurance Guide
and be licensed to conduct
business in the State of New
York.
Each bid must also be accompanied by a Letter of
Intent from a surety company acceptable to the Owner,
which letter shall assure the
Owner that the Bidder, if
awarded the contract, will
be able to secure from the
surety the required bonds
in the required amounts.
The successful Bidder will
be required to furnish and
pay for satisfactory Payment and Performance
Bonds covering 100% of the
work. The Surety providing
bid security and performance and payment bonds
shall have a minimum
policyholder rated of “A“ as
listed in AM Best’s Insurance Guide and be licensed
to conduct business in the
State of New York.
No bidder shall withdraw
his bid within forty-five
(45) days after the formal
opening thereof.
All bids shall include a list
of subcontractors to be performing work on the Project. All bids shall include the
certificate as to non-collusion by Section 103-D of
the General Municipal Law
of the State of New York and
shall also contain a nonsegregated facilities certificate which shall provide
that the bidder does not
maintain or provide for his
employees which are segregated on a basis of race,
creed, color or national origin, whether such facilities
are segregated by directive
or on a de facto basis.
PLEASE NOTE: PROOF
OF AN APPRENTICESHIP PROGRAM APPROVED BY THE NEW
YORK STATE DEPT. OF
LABOR SHALL BE REQUIRED OF ALL CONTRACTORS AND SUBCONTRACTORS AND
SUBMITTED WITH THE
BID. FAILURE TO MEET
THIS REQUIREMENT
MAY RESULT IN DISQUALIFICATION. Each contract will be
awarded to the lowest responsible

bidder or the proposals will be rejected within forty-five (45) days of the
date of opening proposals
subject, however, to the
right reserved by the Board
of Trustees, Farmingdale
Public Library, to waive any
informalities in, reject any
or all proposals, accept any
bid in whole or in part, or
to advertise for new proposals, if, in the opinion of
this Board of Trustees, the
best interests of the Library
will thereby be promoted.
This invitation is an offer
to receive proposals for a
contract and not an offer of
a contract.
The contract will contain a
provision that every laborer
and workman employed
on or about the work contemplated by the contract
shall be paid not less than
the prevailing rate of wages
which are set forth in the
contract documents.
